What is an Electrical Installation Condition Report (EICR)?

An EICR, also known as:
Fixed Wiring Test Report
Fixed Wiring Certificate
Periodic Inspection Report

is an industry-standard inspection that evaluates the safety, condition, and compliance of an electrical installation.

An EICR is a detailed assessment of a building’s fixed electrical systems.

It identifies:
Wiring defects & overloaded circuits
Signs of wear and deterioration
Risk of electric shocks & fire hazards
Incorrect earthing & bonding arrangements

Upon completion, you’ll receive an EICR certificate, categorizing any issues found:

🔴 Code 1 (C1) – Immediate Danger – Requires urgent action as there is an immediate risk to safety.
🟠 Code 2 (C2) – Potential Danger – Issues should be corrected as soon as possible to prevent hazards.
🔵 Further Investigation (FI) – Further testing or assessment is needed before determining compliance.
Code 3 (C3) – Improvement Recommended – The installation is safe but could be upgraded for better safety or efficiency.

If any C1 or C2 faults are found, remedial work must be completed before the installation is deemed safe and compliant.

Who Needs an EICR and How Often?

Legal Requirements for Electrical Inspections

Ensuring that electrical installations are safe, compliant, and regularly inspected is not just best practice—it is a legal requirement under multiple UK regulations.

Regular electrical testing and inspection help prevent accidents, protect businesses from liability, and maintain compliance with BS 7671:2022, the Electricity at Work Regulations 1989, PUWER, and the Health & Safety at Work Act 1974.

BS 7671:2022 – 18th Edition Wiring Regulations

The British Standard for Electrical Installations (BS 7671) outlines the design, installation, testing, and maintenance requirements for electrical systems in the UK. It states that:

  • New installations, alterations, and extensions must be fully tested and inspected before use.
  • Periodic electrical testing is required to identify deterioration before it leads to system failure or safety hazards.
  • Special protective measures must be applied to installations in high-risk environments, including construction sites, medical locations, and outdoor facilities.

Failure to comply with BS 7671 can result in electrical hazards, non-compliance with insurance requirements, and increased liability for businesses and landlords.

The Electricity at Work Regulations 1989

These regulations place a legal duty on employers, landlords, and duty holders to ensure that electrical systems are safe for use and properly maintained. Key requirements include:

  • Regulation 4(2): All electrical systems must be maintained in a condition that prevents danger.
  • Regular inspection and maintenance must be carried out to identify faults, wear, and deterioration before they pose a risk.
  • Failure to maintain electrical systems properly can result in fines, legal action, and invalidated insurance claims.

The Health and Safety at Work Act 1974

This legislation places a general duty of care on employers to ensure the health, safety, and welfare of employees and the public. Under Section 2(1), businesses must:

  • Provide and maintain safe electrical systems and work environments.
  • Carry out regular risk assessments, including electrical safety checks.
  • Ensure that employees working with or near electrical systems are properly trained and aware of potential hazards.

Failure to comply with this Act can result in enforcement action by the Health & Safety Executive (HSE), prosecution, and significant financial penalties.

Provision and Use of Work Equipment Regulations (PUWER) 1998

PUWER applies to all work equipment, including electrical systems, and requires that:

  • Electrical equipment and installations must be safe to use and regularly maintained.
  • Equipment must be inspected after installation, before use, and at appropriate intervals.
  • Faulty electrical systems must be removed from use until repairs are carried out.

For businesses, non-compliance with PUWER can result in fines, increased liability, and risk of injury to employees or the public.

The Landlord and Tenant Act 1985 – Electrical Safety for Rental Properties

For landlords, the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require that:

  • Electrical installations in rental properties are tested at least every 5 years.
  • Landlords must provide tenants with a valid EICR (Electrical Installation Condition Report).
  • Any remedial work required must be completed within 28 days of the inspection.
